The tourbillon is (usually) to compensate for an error in the accuracy of the gravitational influence of a special device in Wristwatches and pocket watches. To changes in the position of a pocket watch (and the consequent timing inaccuracy) aside, Abraham-Louis Breguet (1747-1823) invented the tourbillon in 1800.
